Ukraine is the largest European country located in a middle of Europe.
Ukraine has a great educational infrastructure and a lot of talented people. In a Soviet times it was the source of high skilled scientists and engineers for entire Union.
Due to Soviet Union emphasis on total access to education current literacy rate is an estimated 99.5%. Nearly 27% of total population have some higher education.
Ukraine hold the fourth largest number of post-secondary graduates in Europe, while being ranked seventh in population (Wikipedia).
According to “Central and Eastern Europe IT Outsourcing Review 2010” there are 14,000 IT specialists graduate in Ukraine every year. There was 9.5% growth of IT specialists employed in IT outsourcing companies in 2009.
Ukraine hold the highest outsourcing market volume in Europe in 2009 estimated $700M.
Currently Ukraine is not a member of European Union. This result in low hourly rates for highly skilled professionals. OK, “low” doesn’t mean cheap, but lower in comparison to same skilled specialist in other country.

Located at the center of Europe, Ukraine has tight economical and cultural relations with all European countries. Ukraine is a member of United Nations from 1945, Council of Europe from 1995, World Trading Organization from 2008.

Ukraine time zone is GMT+2, so the working hours here is almost the same as for the rest of the Europe. Also there is some overlap with USA working hours. This means that managers from United States can discuss the tasks and set new targets to developers during their work time.
